A Candid Conversation About Law Enforcement And Our Marginalized Communities


You & Five-O, LLC (YFO) is an educational program created to address the unrest between law enforcement agencies and their communities. Since June 2015, the mission of YFO has been to educate participants on their civil rights and learn how to appropriately interact with police – ensuring that both the citizen and the officer get home safely. Additionally, YFO has open, candid and collaborative conversations with participants and police to promote mutual understanding, reconciliation, and trust. The objectives of YFO include but are not limited to: reducing resisting arrest charges, assist citizens in understanding their rights and increase the credibility of the police.


You & Five-O opens dialogue empowering citizens and the community. When citizenry and local police embrace this community policing philosophy it is possible for both parties to openly work towards trust and mutual respect. When YFO’s mission is adopted and accompanied with cultural sensitivity training, relationships between law enforcement and the citizens improve.


Beverly “BJ” Council is the founder of You & Five-O. She is both a retiree as Deputy Police Chief from the Durham North Carolina Police Department and a graduate of the FBI National Academy. Throughout her 30-year career she was grounded in community policing. As a law enforcement executive, she believed in addressing community issues by implementing solutions through collaboration with those directly impacted in affected neighborhoods. BJ believes that communication and understanding other’s perspectives is imperative when building the community’s trust.
